Define the Mess
We configure blocks from blocks admin, the mission from the settings, or the mission from the themes. We configure module settings from admin > settings, but comments from comments > configure. We edit and moderate comments not from content, like nodes, but from their own pages. And so I can go on ranting.
But ranting does not help, code does. But such a change should not be coded, without a consensus by at least a majority of the maintainers. Hence this document.
