Uncluttering the Drupal configuration.

Why? Because Drupal is a mess.Not the code, nor the website drupal.org, and also not the community. Those are all fine, in a way. No, Drupal, the website, the structure of your new drupal website is a mess.
In a nutshell, the plan is, to re-structure the menus and tabs and all. So that we get a gconf/configuration-panel alike configuration environment and keep all the mess away from people who do not need to see it.
Examples: Assume you are a complete n00b. What you expect, after installing, is a website that needs content, and configuration. And then I assume you have no extra themes and or modules installed, yet; since that should be only done after the drupal-from-the-box proves not to do what you want: then you look for extra functionality in modules.
